The Core's ability to hold Newcomers is a moot point. Bail or not. I still maintain this wasn't a legal arrest.

Can you think of a case where a Newcomer vanished from the prison itself, or from direct observation? In terms of legal arrest, I agree but that won't help Kevin - even if they throw out the evidence, now that they know who they can just ask him the same questions and get the same answers.
If you want to spite Batman and/or make it clear the precedent does not allow a private individual - one with a legal bounty on his own head if I recall correctly - to waylay an individual after Sirens and drag him even to the police, be my guest. Let me know if I can help. Even if I weren't angry I don't like the precedent.... SERO/AGI could claim that the person they were apprehending for medical research/slavery had been intended for the police.
It's not as if Kevin lives in hiding, would have been difficult for the police to find, or had a bounty on his head by name. Someone couldn't be bothered to do it that way, or more likely just plain wanted to do it himself.
Which reminds me. When Batman angered you, could he have been trying to create villain to hunt?
