Assuming someone allows me into his mind and is willing to let me make changes without fighting me, I can affect memories - I have done rather a lot of telepathic therapy making memories feel more distant, as if events happened years ago instead of yesterday. Whether or not I could remove a memory, as well as how negatively the mind might be affected afterwards, would depend on the memory in question. A recent memory might or might not be removable, depending on the events and the emotional reaction, but it would most likely be safe to remove if it could be done. A memory from years ago which formed the central point of a frequently-relieved trauma risks cascading into years of memory loss as the memories associated with it disappear as well.
